Strategist, results-oriented, and problem solver with 41 years of working experience across the public and private sectors. Highly-skilled in several disciplines such as crisis management, national and internonal security management, peace negotiations and processes, economic zones development, business and investment marketing and promotion, and public administration and governance.

Finished tertiary education in 1984 at Fr. Saturnino Urios University in Butuan City with a degree in Commerce majoring in Business Administration. Pursued further studies despite having to work right after graduating, this time for a Master’s degree in National Security Administration at the National Defense College of the Philippines (NDCP) and the AFP Command and General Staff College (AFP
CGSC).

In pursuit of personal growth and development, took several post-graduate studies. One is a Doctor of Philosophy in Peace and Security Administration from a consortium program of the United Nations Commission on Disarmament, Philippine National Police, and Bicol State University Graduate School. Lastly, finished all academic requirements for a Doctor in Public Administration from the National College of Public Administration and Governance (NCPAG), University of the Philippines Diliman.

Even after finishing post-graduate studies, continued to enroll in several Senior Executive studies. In 2000, took a special course in Conflict Management and Resolution from the University of Melbourne in Australia. On the same year, took another special course in Anti-Terrorism from the National Civil-Military Institute in the US. A year after, took National and International Security Management (NISM) and Strategies of Persuasion, both from the JFK School of Government, Harvard University, Massachusetts, USA. Still on the topic of security, took a course on Advanced International Security Cooperation from the Asia Pacific Center for Security Studies in Honolulu, Hawaii, USA in 2003.

After finishing college, went on to serve in the 8th, 9th, and 10th Congress of the Republic of the Philippines as the Representative of the First District of Agusan del Norte from 1986 to 1998. Made history as the youngest elected lady representative to be part of the House of Representatives, was then 26 years old. In such capacity, chaired and took part in different committees such as committee on tourism, committee on internal security, committee on national defense, committee on public information, committee on appropriations, and several others.

Whilst working, continued to pursue higher education. Juggling work and studies all at the same time while being a mother and a wife. Decided to take a Master’s degree in National Security Administration and upon completion was commissioned to join the Armed Forces of the Philippines Reserve Force as the youngest Lieutenant Colonel at age 29. Maintained a steady pace and promoted to full Colonel at age 35, back then was also the youngest amongst everyone. After which, became the first woman General of the Armed Forces of the Philippines Reserve Force in year 2010.

While in Congress, started to serve as well in the military as the Wing Commander of the 3rd Ready Air Reserve Wing Mindanao of the Philippine Air Force from 1989 to 1998. Then served as Wing Commander of the 7th Air Force Wing Reserve, TOG 12 Mindanao which covers region 11, 12, and 13.
Currently, a Brigadier General and a Wing Commander of the 1st Air Force Wing Reserve of the Philippine Air Force NCR. At present, elected as President of the Association of Reservists and Reservists Administrators of the Philippines Inc. (ARRAPI), an organization that integrates the army, air force, and navy reservists. Also, currently on her 4th year of serving as Chairman of the Philippine Army Multi-Sectoral Advisory Board (PA-MSAB), an organization that brings together several officers from both private and public sectors who serve as advisers and accountability and advocacy partners of the Philippine Army.

During time in Congress and the military, engaged in several foreign official visits. In 1992, was an official delegate of the Philippines to the World Inter-Parliamentary Union in London. Became a military site guest to the Russian Air Force and the MIG Aircraft Industry in Moscow, Russia. Invited over to several big organizations in the US like the UN Commission on Disarmament, UN General Assembly, Federal Defense Department Pentagon, Hawaii National Guards Bureau and Guam National Guards Bureau. Attended official conferences and training in Australia specifically in Melbourne, Sydney, Canberra, and Darwin. Made security and defense related visits to Japan, China, Singapore, South Korea, Malaysia, Thailand, Indonesia, Pakistan, Taiwan, Qatar, Saudi Arabia, and the UAE.

After working in Congress, paused a bit on public service and went on to be a university instructor and part-time lecturer for several higher learning institutions. These include: National Defense College of the Philippines, AFP Command and General Staff College, Philippine Military Academy, DOTC-CAAP Aviation Training Center, Philippine Public Safety College, Philippine National Police Academy, Bicol University – Graduate School, University of Sto. Tomas – Graduate School, Caraga State University, and Fr. Saturnino Urios University.

Alongside teaching in the academe, became a consultant for several agencies such as: Office of the National Security Adviser, Office of the DILG Secretary, Philippine National Police, Philippine Public Safety College, Office of the AFP Chief of Staff, Office of the Commanding General Philippine Air Force, Philippine Navy, Philippine Army, DOTC Air Transportation Office, and DOTC Office for Transportation Security.

In 2016, was appointed as the Director General of the Philippine Economic Zone Authority (PEZA). As the head of the government agency tasked in developing economic zones to invite foreign investors, was able to make strong connections with different business owners and different LGUs to make certain locations prosper. Initiated the construction of the PEZA Business and Investment Center, the first “green” government building in the country. Pushed for the full automation of PEZA systems and processes including safety and security measures in its national office and its various economic zones to prevent smuggling and corruption. Through several efforts, was able to effectively bring in Php140.7B in foreign investments during the 5 and half years of the term.

At the end of the Duterte administration, became the consultant and VP for Investment and Corporate Affairs at the University of Perpetual Help System DALTA, Las Piñas campus.

Throughout the years of experience, have developed and learned several skills. The following are some that are considered to be the strong skills and competencies.

Legislation/Policy-making. As a former congresswoman, has extensive experience in the legislative process, including drafting, authoring, and passing laws. Possesses a deep understanding of how to navigate the complexities of policy formulation and build consensus among diverse stakeholders. Has a strong grasp and understanding in managing national security and its varying dimensions such as political, economic, socio-cultural, military, science & technology and environment. With the ability to analyze data, anticipate policy impacts, and engage with constituents to reflect their needs and concerns, a testament to robust policy-making skills.

Public Management and Governance. With a background in public service, have been equipped with the knowledge, experiences, and skills of good leadership and management. Adept at overseeing public programs, ensuring compliance with legal and regulatory frameworks, and promoting
transparency and accountability. Experience includes negotiating, coordinating with various national and international government agencies and the private sector, managing resources, and leading initiatives to improve public services and organizational efficiency. Areas for both military and civilian leadership.

Military Strategy. Involvement with the AFP included work on defense and military-related committees, gained expertise in military strategy and national security. Understands the intricacies of defense policy, military operations, and strategic planning. Role involved collaborating with military
leaders, evaluating strategies, and contributing to policies that enhance national security and support military personnel and their families. As testament to this, co-authored the Reservist Law which formalized the organization and development of the Armed Forces of the Philippines Reserve Force Program which provided a more structured approach to its establishment.

Business Development Strategist. As the former Director General of the Philippine Economic Zone Authority, has a strategic vision for economic growth and business development. Worked closely with industry leaders to foster economic development, create jobs, and support international businesses; making the Philippines as a business and investment hub and globally competitive. Experience includes crafting programs that encourages innovation, reduces regulatory burdens, and promotes entrepreneurship. Has a keen understanding of market dynamics and the economic factors that drive small, medium, and large business enterprises increase their productivity. Pushed an export-driven economy to success that mutually benefits business owners and the country. Apart from this, was able to continue the operations of its economic zones and industries at the height of the pandemic by providing tax-incentives and protection to eco zone operators and its investor industries.

State and Country Partnership Building. Building strong partnerships between states and countries is a key competency developed through diplomatic and legislative efforts. Engaged in international diplomacy, trade negotiations, and collaborative projects that enhance economic and cultural ties. Ability to negotiate agreements, resolve conflicts, and foster mutual understanding has contributed to robust state and international partnerships. Built relationships with the Reserve Force and USA National Guards Bureau for the state of Hawaii and the island territory of Guam.

Peace Planning and Negotiation. Skills in peace planning and negotiation, essential for resolving conflicts and promoting peace and stability. Has participated in peacebuilding initiatives, worked with international organizations, and supported policies aimed at conflict resolution and post-conflict reconstruction. Negotiation skills has been instrumental in mediating disputes and reaching agreements that maintain peace and security. In fact, personal efforts have been instrumental in the negotiation on the successful surrender of the 251 rug tag MNLF soldiers under Chairman Nor Misuari. Also, negotiated the surrender of the 205 IP CAFGU soldiers under renegade Colonel Alexander Noble who conspired calling for an independent Mindanao.

Public Speaking. As a former congresswoman, public speaking has been a core strength. Has delivered speeches on the House floor, addressed large audiences, and participated in media interviews in the national and international forums. Ability to articulate complex issues clearly on civilian and national and international security issues and concerns has been critical in advocating for policies, engaging with constituents, and representing viewpoints not only during the time in Congress but also during time in PEZA.

Below are some values and traits that has guided my work.

Empathetic. As public servant that advocates for servant leadership, placed a high value on empathy, understanding the perspectives and needs of constituents, soldiers, and colleagues. Listens actively and considers the human element in decision-making, ensuring that policies and strategies address the well-being and morale of those being served. Empathetic approach fosters trust, unity, harmony and cooperation within immediate team and community. As a former first lady of Butuan City, gathered all mentally-ill and sent them to Davao City to be treated. During COVID, mobilized several sectors so as to transport stranded individuals and have them sent back home in Caraga Region. Such effort should’ve been done by the LGU but because of empathy, had to it personally. More than 7,000 individuals were helped during that time.

Hard-working. Career in public service and the military is marked by a relentless work ethic. Demonstrated an unwavering commitment to duties, consistently going above and beyond to achieve objectives. Whether drafting legislation, leading military operations, or addressing complex challenges, dedication to hard work ensures that expectations are met and exceeded. Also, as a mother and as a woman, had to work double time in order to excel in the fields that are male dominated.

Excellence in Doing Things. Striving for excellence in all endeavors in government agencies and private sector companies, setting high standards for self and for constituents. Pursuit of excellence is evident in meticulous attention to detail, rigorous preparation, and continuous improvement. Strongly believes that you have to do more than what you are expected to do. During time in PEZA, didn’t just wait for businesses to sign-up but had to proactively reach out and invite international investors to come even if it was not required. You don’t just have to do things well, you have to do things extremely well.

Values Time. Balancing the demanding roles of a congresswoman and General of the AFP requires exceptional time management skills. Expertly prioritized tasks, allocated time efficiently, and ensured that deadlines are met without compromising the quality of work. If things can be done today, why wait for tomorrow? In a world where time is valuable, you need to do things as much as you can. During the pandemic, had to do things within power to make sure that companies under PEZA continue operating. Because time spent where these companies are closed down, is time wasted for our economy. As a result, 1.7 million jobs were retained because companies continued operating. It was PEZA that maintained the economy while the domestic operations and the whole nation was on lockdown.

Multi-tasker. Career history demonstrates a remarkable ability to handle multiple complex tasks at once. Wearing multiple hats such as legislative duties and military responsibilities require a certain level of mastery, patience, dedication, and perseverance. As a strong believer that time should not be wasted, had to push several initiatives and projects that will benefit several individuals and sectors even if it means doing all these simultaneously.

Creative Thinker. Creativity is a cornerstone of problem-solving approach and using balancing acts to address all issues and challenges. Leveraged innovative thinking to develop new policies, strategies, and solutions to address emerging challenges. Such creativity has helped navigate complex situations, find unconventional solutions, and inspire the team to think outside the box. As an example, when the world was on lockdown due to COVID, created an international business and investment forum online called Global Biz with PEZA to keep investors coming into the Philippine market. Partnered with foreign and local ambassadors to make this program a success.

Resourceful. Resourcefulness is demonstrated in the ability to make the most of available resources and find solutions in the face of constraints. Efficiently utilized personnel, technology, and information to achieve strategic objectives. Such resourcefulness has also ensured that changing circumstances and obstacles can be overcome effectively. Additionally, also able to create resources for others through looking into connections and creative thinking. As an example, during an outreach project in Talim Island, was able to source out different things from different agencies. Medicine from DOH, manpower from the military, medical staff from reservists, and others. Both public and private sectors supported to provide resources.

Results-oriented. Driven by a focus on achieving tangible results. Strategic mindset and goal-oriented approach ensure that initiatives lead to measurable outcomes. Whether in legislation, executive tasks, military operations, or organizational leadership, prioritized achieving objectives and delivering impactful results that benefit constituents, soldiers, and the nation. Makes sure that every action is intentional and leads to a desired output. Strong ability to do SWOT Analysis has helped in ensuring that programs are impactful and have meaning. Threats and weaknesses are addressed. Strengths and opportunities are enhanced.

Risk-taker. Willingness to take calculated risks is a testament to leadership and vision. Understands that innovation and progress often require stepping outside of comfort zones and making bold decisions. Has the ability to assess risks, mitigate potential downsides, and seize opportunities,
instrumental in the success as both a congresswoman and a General of the AFP. Had the bravery and courage to face security risk in the negotiation efforts of the different militant groups.

For the work done in promoting and supporting the indigenous people, which includes programs that support education and culture, was presented several honorary and special titles.

One is the Bai Mangompiya which means Princess of Charity, a symbol of being adopted as a princess of the 13 Sultanates of Lanao Provinces, Mindanao. Another is the Bai Sambuyakan which means Princess of Princesses, a distinction given by the Manobo tribe of Caraga Region.
